[Scan-DC] low-flying plane

The Alexandria PD is currently interested in learning to whom a
low-flying plane belongs. This plane has just been seen over the Federal
courthouse. It is a small single-engine affair. The latest speculation is
that is belongs to a surveying service and is operating under contract
with the city.
