Interesting transmissions in Washington, DC this PM on 148.125.  Two ground 
units using MEDCAP callsigns were reporting on target information located on 
an aircraft which had been "neutralized". Sounded like a chem-bio event or 
exercise at or near Andrews Air Force Base but without the normal "exercise 
disclaimer" during radio transmissions.
