[Scan-DC] Monygomery County Mulch Fire

The fire was at the county owned facility (near the Incinerator & the Power 
Generating Plant) on Martinsburg Rd.  There were 17 rows of mulch (each about 
10 feet wide & 300 yards long) that were burning.  The fire brands jumped 
from there and started a brush fire adjacent to the facility.  I would have 
posted sooner but we got dispatched on the fire at about 1045 hours.  Units 
will be there all night.  It was an interesting site to see but not really an 
emergency situation.  Lots of fire apparatus, front end loaders, commercial 
water tankers, Trooper 8, and even Dulles Airport's crash truck, helped to 
cool this down.  The wind was ferocious around lunchtime and made any real 
fire control impossible.  Only when they got multiple front end loaders 
working the mulch did any real progress begin.
