I'd guess that they have the "auto-affiliate" turned on even thought the
radio would not transmit, when it turns on it tells the system that it is
there. The controller at the PD/FD could then disable the radio if the
user fell off the "approved" list without having the radio turned in.
Most of this is BS as there has been court cases in MD with "citizens"
having their radios programmed by "third parties" and then listening to
PD/FD/Other services. This happened in Baltimore County and Anne Arundel
Counties that I know of. I know one of the persons involved with both
listening, selling preprogrammed radios and programming radios. Case...
dismissed and dropped by Baltimore / Anne Arundel.
