"Forest Glen" could be a reference to the Walter Reed Army Medical 
Center's Forest Glen Annex in Silver Spring, near where the Beltway 
crosses Rock Creek. The motor pools and the lock checking could both 
be things going on here. I don't know if there's a Building #2022 there 
though.
