  I suspect that Motorola had a hand in the drafting or in the
composition of that document, or perhaps offers some suggested
language to be used.  As I indicated previously, it reads a lot like
a software license agreement, essentially allowing the software
vendor to establish control over the users equipment and how it may
be used.

  Surely this situation, the ability and conditions under which
persons may be able hear their local authorities at work, is arising
in communities all across the country, what with the swing toward
these digital systems, and with most of them probably using Motorola
equipment.
