[Scan-DC] 121.5 Aircraft Emergency

Last nite, (Friday the first) I was driving up I-95 in Stafford.  When I drew 
alongside the new Stafford Airport, my 2-meter transciever started picking up 
a strong carrier (full scale reading) on the 121.5 aircraft emergency freq.  
Several others heard it, too.  All carrier, no modulation or the "Whoop 
whoop" sound of an ELT transmitter.

Again today I heard the same thing when I was out in Chantilly...Another ham 
heard it too...anyone else?
