[Scan-DC] DC Mobile Laws

Scanning in DC *IS 100%* legal (always has been) by foot, car, or house.

While I'm 99% positive it is not legal to have a scanner that can get 
police frequencies in your car in DC, what about on your person 
when you're walking?  I've been walking to work with my IC-R2 and 
headphones, but since I have to go past all sorts of law enforcement 
folks, I don't want to give them an excuse (esp because one of my 
banks is aviation freqs).  

Everything I could find about mobile laws dealt with cars, and not 
pedestrians.  

Anyone know?
