My guess is that they favor those 3 channels to mitigate 
interference with co-channel users.

I don't know Fairfax County's specific situation, but I know
that the frequency coordination situation in that region
is way beyond dog-eat-dog. From what I have been told I can
easily imagine some guy trying to get licenses anulled
just to grab frequencies for his system, it's really that bad.
Perhaps Fairfax County had to agree to use those frequencies
only when system loading rose to a point the necessitated their use.
I think the controller has that capability in the newer builds.
