[Scan-DC] MSP PL Changes

While I wouldn't place BC-895's PL performance in the "pro"
category, it works well enough.

As late as New Year's week I had 110.9 for all the suburban
D.C. barracks, at least Rockville, College Park, and Annapolis.
I had Frederick locked out because I can't stand their muffled
audio and don't monitor Forrestville.

If they changed, I wonder why? I know California was booming
in just about every day, don't know whether that forced their hand.
