[SADXA] Djibouti J28

This is a tougher one for me as the Rincons are in the way.  J28MD is 
very weak here, just occasionally coming up above the noise level.  He 
can be heard about every 4th transmission.  I'll be monitoring the 
frequency in the hope that propagation improves before he goes QRT.
