Their QRZ page says, among other things, "We always send 73' but only 3 times, 
after 3rd time we are moving to CQ call."

Clearly, they aren't doing that. IMHO they aren't making valid contacts but I 
personally don't care.  If you want a legit QSO with Rotuma, work Tony, 3D2AG/p.
