He was -16 when I worked him a few minutes ago.  Now he's -8, with good 
copy over the QRM.

This is a once-in-a-decade opportunity to work Azerbaijan, so take 
advantage of it if you can.  He's a contributor to LotW, with his last 
update being on Feb 28th, and so there is a high probability that 
today's QSOs will be confirmed at the end of the month.
