They are taking all info back to TEP and consulting with their experts. The indication I got from their reps, was that TEP was not generating the problem, but they could see that because the solar users were feeding into their system, there could generally be a problem.
Sit and wait

Subject: [SADXA] RFI PROBLEM
TEP JUST LEFT MY HOUSE AFTER INVESTIGATING RFI IN MY AREA. THEY DETERMINED THAT THE NOISE WAS CENTERED AROUND 4.5 Mhz AND WAS CONSISTANT IN A 1 TO 2 MILE RADIUS FROM MY HOME NEAR INA AND THORNYDALE.
An interesting factoid was that they found that the noise was strongest in the areas around homes and businesses that had solar panel arrays. My speculation is that the solar panel controllers are causing the noise which is then fed into the TEP system by those who are selling power back to TEP.
ANY THOUGHTS ANYONE????
