[SADXA] KH0/KC0W on 12m FT8

I worked him five years ago in Haiti and six years ago in ND.  Never got a card 
after sending mine.  I now longer bother.  I don't understand why he refuses to 
use LoTW.  A LoTW confirmation for North Dakota on 160 CW would complete my WAS 
by that method.
