guy is on 14090 but not running F/H mode.  Watching him operate makes me 
think

he might be a newbie, calling stations 5-6 times with reports but not 
always getting

a 73 then going thru the same routine with another station. Usual 
operations are

that if you don't get a response after 2 tries, move on.  At least they 
will be there for

a couple weeks so there is always a chance things will improve.
