[SADXA] T31EU on 18.104 FT8

Larry, 18.100 is the default 17m FT8 frequency for my version of WSJT-X, 
and so I assume that to be the standard baseline frequency.

The reason many or most of the DXpeditions either go above or below the 
normal default frequencies for FT8 is in consideration of others who 
aren't chasing their rare station.  The XX9D folks set themselves up in 
the middle of one or two of the "regular" subbands.  This it made it 
difficult for those who were trying to contact other stations, 
especially since most of the XX9D stations were alligators: all mouth 
and no ears.  I heard many exchanges where they were repeating the 
signal reports to the same station for 20+ overs, before they abandoned 
the exchange and moved on to another unsuccessful QSO attempt.

So I'm happy that the T31EU folks moved away from the default 
frequencies.  From what I heard this switch gave a better chance to 
those pursuing 15m WAS to get through.
