I see it frequently too, but it's more likely that he really is transmitting 
three (or more) frequencies due to IMD in the audio chain.  The clue will be to 
look at the harmonic relationship between the frequencies.  It they're related, 
they're IMD.  The receiver should be linear too; this means no noise blanker and 
if there is a front end attenuator, use it if possible.  If turning it on/off 
makes a difference, it's an invalid test.
