[SADXA] Marion Island (ZS8Z) off the air

The South African government ran out of support money so they didn't 
send the resupply ship.  "Tough it out" they told the science team 
that's on the island.

Emergency help is on the way from India but it will take a while to 
arrive.  Meanwhile fuel is being rationed.  Also, due to a 
quartermaster's error a lot of their remaining food has expired date 
codes, so food is being rationed as well.  Maybe it's edible and maybe 
it's not: depends on what they have.  David, ZS8Z, is off the air for 
the duration of his tour.

The military has a couple of acronyms that would apply to this 
situation, but this is a family-oriented list so I won't repeat them
