yes my wife is trying to carry on the communication with the neighbor, which makes matters worse. I have forwarded responses to her in hopes she will listen and quit. They started by coming to the front door and got my wife to give her phone number and email to my chagrin. I've had to endure two yelling and screaming sessions since then.

You had some advice that said you shouldn't be talking to them. That said, you
have, and you're trying to convince them that they are not in harm's way. My
suspicion is that isn't their real concern; it's you having an antenna, period.
Either way, I doubt that they will listen to reason. If you persist, you might
mention that you are closer to the source and you and your wife would be the
first ones harmed, but you're not worried about it, and neither are the other
800,000 hams in the country, many of them doctors, nurses, scientists,
engineers, Nobel prize winners, etc.
You can also challenge their supporting study by pointing out that it is by an
unknown author, in a third world country, with a "supporting corresponding
author". He performed no double-blind tests with control groups, published no
data, the paper wasn't peer reviewed and is mostly a list of references, many of
which tout the benefits of rf exposure.*
* You might verify my claims, since a little way into this my eyes glazed over
and I might have missed something.
