[SADXA] NIH article being used to bring down my antenna

My neighbor is using this article as evidence to bring down my tower and antenna. He has made his wife and HOA neighbors upset by circulating this article. I have contacted Tom, W8TK of OVARC, who is a retired MD and he informs me this paper has no author and no references to substantiate it's claims. He has searched the NIH archives and found no reference to this article. The article talks about SW radio but does not define it, which questions whether they are talking about ham radio or maybe the large commercial broadcasters from various countries. Please have a look at this article to see what I'm being faced with.
