[SADXA] Frequency coordination for VK0EK and FT4JA

With FT4JA about to come on line from Juan de Nova and VK0EK's 
continuing operations from Heard Island, the two DXpedition managers 
will be implementing an agreed-upon frequency coordination plan. 
Hopefully this separates the two pileups, which will be going on 
simultaneously.  Here are the details for each of them.
