I'm observing the same thing.  K5P's signal strength is ESP here as well 
on 10M and 12M.  There are times I can hear their JA pileups, 
occasionally along with one or two American stations calling.  But by 
and large their signals are underperforming the prediction models.  This 
morning I turned on the radio after your circa 0600 spot, but couldn't 
hear anything at all, not even a pileup.  I don't want to complain too 
much, as I've gotten them on four bands so far.  They've been weak but 
their operators have good ears, so I've gotten through.

17m and 40m were new ones for me, but I'd sure like to hear them on 30m 
and 80m, just to confirm that my dipoles are still working.
