[SADXA] VP8SGI OQRS is now operational

The Online QSL Request Service for VP8SGI is now operational. Registered 
members can verify their QSOs on ClubLog and either request a bureau QSL 
card (for free), or pay a small fee for LoTW and direct QSL card 
confirmations.  There is also a space where supplemental donations can 
be made.  A few bucks more from those who are requesting confirmations 
should quickly add up and might eventually erase their budget deficit.

The OQRS service has been in operation for VP8STI for about a week so 
their confirmations can be requested as well.

FYI, the OQRS service for K5P has been in operation for about ten days.  
I've used it and already gotten LoTW confirmations for all of my Palmyra 
Island QSOs.  Hard copy QSLs will follow eventually. This method was 
cheaper and much quicker for me than sending a QSL and SASE out to their 
QSL manager.  It's almost certainly more reliable as well, since there 
are no chances for clerical errors or mail theft on the outbound route.

We'll learn more about ClubLog at our next meeting, when Wes will inform
