On my low dipole they were not very strong and I didn't hold out much hope. So
success was due to superior operating skill :-) and putting myself on a
frequency where they were listening and no one else was transmitting. The
panadapter is a big help.
I was sure I worked them but they submitted their log to LoTW after our QSO and
I wasn't confirmed. It was probably a day later when the QSO was confirmed, so
they were obviously behind in their submissions.
If you ever looked at their web page you could read about their tribulations and
the downtime while they placated the "authorities." There was a lot of griping
about the operation, but after reading that stuff I think they did a pretty good
job. Of course only about 10% of their Qs were with NA, so that added to the noise.
It was a new band/mode for me so I never really tried to work them elsewhere.
Let the other guys have a chance.
