Take a gander at this:
I talked to Ned already AND COORDINATING WITH HIM, but according to Gary
Keck, and the email he sent to RST your spreadsheet is the incorrect one!
Please read below from Gary sic (Keck) : what a goat rope this has turned
into.

Matt and all:
RST does NOT have bands/modes assigned for the W1AW/7 ARRL Centennial QSO
Party. You were looking at an OLD operations plan from SADXA. I have
coordinated with Ned Stearns, AA7A, to get band/mode assignments for Pima
County Office of Emergency Management Communications Group. Ned mistakenly
put RST in the first op plan because he saw RST at the bottom of my email,
and didn't read the text that said PCOEM.
If RST would like to set up an operation for W1AW/7 for the week 3/12-3/18,
please contact Ned Stearns, AA7A.
If anyone from RST would like to operate from the PCOEM Radio Room, under
the PCOEM Operational Plan, feel free to contact me for open band/mode time
slots.
Please DO NOT OPERATE AS W1AW/7 BY YOURSELF!!! You will find yourself,
ARRL, ARRL AZ Section, all Arizona Hams and Ned Stearns, AA7A, who has the
authorization for the callsign use, with a ruined reputation, as well as
thousands of amateur radio operators around the world whose W1AW/7 AZ QSO
will be INVALID if not documented properly.
