[SADXA] RFI Team

So now we have gone full circle with this issue.  TEP is ignoring the 
RFI issue and if we want to have them clean up the noise they are 
responsible for we need to task them with just that. Unless we identify 
noise sources and call it to their attention and then hold them to 
fixing it nothing will happen.

It is reasonable for the Hams to do some tracking to help isolate where 
the problem is but TEP ultimately has to pin it down and fix it.

Its hard  to believe no one has any RFI issues that cant be reported and 
monitored for TEPs response.
