[SADXA] Amp help

I have an acquaintance looking for someone who may be able to repair an
amplifier. It is a Heathkit  SB-220 3-500Z new tubes and they light up The
HV meter says 3500 with not power out. Anyone want to look at it for him?
Also he has a pair of 3-500Z in original box unopened for $300.00.
