Southern Sudan

Recently there has been a lot of talk about Southern Sudan in the
news, especially since they plan to claim their independence on July
9th. There is no need to cancel your vacation plans as the new
country will not be QRV on Independence Day. As a reminder there was
a previous DXCC Entity called Southern Sudan. It used the prefix ST0
and was on the DXCC active list between May 7, 1972 and December 31,
1994. It was under the pre DXCC 2000 rules, which allowed countries
via the old separate administration rule. After the DXCC 2000 rules,
which were effective from 2359Z on March 31, 1998, the separate
administration rule was removed. Effective with the new DXCC 2000
rules was what to do with a country that was deleted and then added
again at a later time. "Entities deleted from the List may be
returned to the List in the future, should they qualify again in the
future under these criteria. However, an entity that does qualify
again in the future does so as a totally new Entity, not as a
reinstated old one". In other words it will be an all-time new DXCC
Counter. So everyone has to work it for DXCC credit. Given the
currently situation in Sudan and the new Southern Sudan it will
probably be several weeks or months before this new one qualifies
under the DXCC rules. One of two things needs to happen first, before
it can be added to the ARRL's DXCC list. The fledgling nation needs
to either be added as a member to the United Nations, of which there
has not been any public official word on when this is expected, or
Southern Sudan must be given a prefix by the International
Telecommunications Union (ITU). Two international teams are planning
to go to Juba, the capital city of Southern Sudan, to put this new one
on the air once it qualifies.
