There is one little wrinkle that makes some of this incorrect. If you use
LoTW for some application credits, the $10 surcharge for a second (or
third...) annual submission is waived. From the LoTW website:
"On the DXCC side will there be a discount for credits submitted through
Logbook? The answer in general is yes (in several ways) but again, remember
to think of Logbook and DXCC as separate entities. To the extent that the
DXCC software can accept data input electronically and reduce DXCC operating
expenses, we will adopt a price schedule that reflects this. For up to 120
cards, there is currently no per-card charge. From the beginning of LoTW
operation, you will be able to submit an unlimited number of LoTW credits
without incurring the $0.15 per-card charge after 120 credits. That fee will
continue to apply only to paper-based credits, sent direct to HQ or via Card
Checkers. In addition, and for a limited time, you will be able to submit
second and subsequent applications without the $10 surcharge as long as
Logbook credits are included in your application. "

OK Here is the scoop on card checking
1. Ron Cade, W6ZQ is the card checker for Southern AZ.
2. To get cards checked by Ron you need to contact him and arrange for it
either out and around or at a club meeting if he is going to be there. He
can be found at ron.w6zq at gmail.com.
2. He cannot check cards from 160 Meters, or cards from deleted entities.
3. You need to go to the ARRL website and download the form and check the
instructions on how to fill it out. Find it here: www.arrl.org/dxcc-forms
4. You need to bring and envelope #10 size for the paperwork. It needs to be
addressed to the ARRL DXCC desk as outlined in the website. Stamp the
envelope. Again find details at: www.arrl.org/dxcc-forms
5. It will cost you for the first submission $12 and if you send in another
application within a year it will be an additional $22.
6. Ron will forward the envelope when the checking is done.
7. If you have other questions contact Ron, or go to this website:
http://www.arrl.org/rules#Section_1
8. And finally, if you have cards with alterations, fakes, etc. Don't bring
them they could get you thrown of the eligibility list for DXCC.
