Doug:

  A registered PE with working knowledge of the latest EIA tower codes is 
hard to find.

  Unless Tucson has ordinances that supersede AZ and County ones, you should 
just need a PE with an Arizona stamp.

 I suggest Jack, W6QO.  He did mine. Very reasonable.

 He lives out of state now but still has his PE here.
