I'll take this opportunity to say it again.

All models are wrong.   Some models are useful.

Accepting the model predictions for required SNR in the 2-30 MHz region is what caused Collins to produce the KWM-380 with an absolutely deaf (compared to say an R4C) receiver.

So the advice to listen when you can and when you think they are on the band is good.  If you can hear 'em you can work 'em (usually).
