[RVRC] W2QW ByLaws Change recommendation

As you may or may not know, I have been involved with several other non for profit organizations and currently hold a board position with www.njaa.org <http://www.njaa.org/>.
As a matter of process at our business meetings, we do not read the minutes of the prior month's meeting.  
We send the prior month's minutes in advance of the meeting for review by members giving ample time for review.
Then at the business meeting the secretary simply asks for any changes to those minutes.
This helps streamline the meeting as you would expect and is completely acceptable as a practice.
In reviewing our By-Laws available in PDF form on the members page of our website, we need to make changes to be able to operate in this manner.  Also acceptable is sending a By-Laws change request's to any officer of the organization in addition to the By Laws Committee chair (who is this?).

So with the understanding of the above:

I propose changes to article VI. By-Laws Changes.
Current:
must submit a written letter to the Chairman of the By Laws Committee.

Proposed changes:
must submit an eMail or written letter to the President, Vice President or Chairman of the By Laws Committee.

I propose changes to article IX. Order of Business, item 4.
Current : 
4. Reading of minutes of the previous meeting.

Proposed changes:
4. Review of minutes of the previous meeting as submitted to members via email or by available PDF on the members page of the W2QW website.  Secretary will ask if any changes are required before ratification by vote of the minutes in review.

I am requesting these By-Laws changes be read at our next business meeting of the Raritan Valley Radio Club.

VI. By-Laws Changes.
Any club member in good standing who so desires may make a change in the By-Laws
must submit a written letter to the Chairman of the By Laws Committee. Any changes
must be read at two (2) regular meetings then voted on before being adopted

All business meetings shall be in accordance to the following rules of order:
1. President opens the meeting.
2. The Pledge to the flag.
3. Roll Call of officers.
4. Reading of minutes of the previous meeting.
5. The Treasurer's Report.
6. Reception of bills and communications.
7. Reports of all committees by respective Chairpersons.
8. Unfinished business.
9. New business.
10. Adjournment.
