Remember, most police do not know the difference between your ham rig or cell phone if they see you talking and driving!
Even if you provide the officer who stopped you with a copy of the ham radio exclusion.......you'll probably get to take it to the judge!!

Drivers caught on cell phones face steeper fines in New Jersey

If you can't put down that cellphone while driving in New Jersey, get ready to dig a little deeper in your pocket. Higher fines take effect today. First-time offenders would have to pay a fine of between $200 and $400. Drivers convicted of a second offense would have to pay between $400 and $600. Some police departments plan to increase patrols. Police issued roughly 3,000 summonses statewide as part of a crackdown in April.
