[RVRC] Amateur Radio Showing Steady Growth in the US

In this recent dispatch from Newington, the ARRL says the US amateur radio service continues to see "steady growth". The Technician license class now makes up one-half of all amateur radio
licenses in the US. Do those who obtain a Tech license via CERT and
related Emcomm training meld into the general amateur population -- or
is their specific purpose for obtaining a license relegated strictly to
emergency communications?
I'm not certain that it matters all that much but it does seem to at least skew the data about the "growth" of amateur radio.
Someone who is radio active will: enjoy time on the air, attend hamfests, volunteer, enter the
occasional contest or participate in Field Day, purchase new equipment,
spend a lifetime in the hobby, etc.
Are we growing any of those kind of hams or are we just adding licensed emergency communications volunteers?
