For those who have submitted renewal applications prior to the ''shut-down'' 
and have not yet received their official renewals, it is safe to continue 
operating under the same class of license prior to the expiration date on 
the license.  For those who have ''upgraded'' at a recent VE test session 
and have NOT received confirmation, it is prudent NOT to use the 
''upgraded'' privileges until the FCC has made the final approval.  Since 
the FCC on-line site is now unavailable, it is not possible to determine if 
the FCC has already acted upon any ''upgrades'' but renewals that have been 
submitted prior to the shut-down are considered to be valid.
