[RVRC] Fw: Feedback

To the fellow members of RVRC;

  As I had mentioned earlier, the intention of the by-laws wherein it calls for voting on club business at the meetings (providing there is a quorum) was never intended to be used to exclude the membership as a whole. The refounding of RVRC was intended to afford the opportunities of discussing club business and to determine the club's direction.
Those of us who broke away from ETSNJ to refound RVRC some 40+ years ago were dissatisfied with the lack of cooperation among members of ETSNJ (at that time) and so we were intent on forming a club that worked together as a whole.  At that time we had a limit of membership (I believe it was 40 members) because we feared large membership problems might hamper our goal to have a unified organization. We've grown a little but the ideals remain the same.........

1. to encourage amateur radio activities and promote good fellowship among it's members

2. To stimulate and utilize the talents and interests of other members 

**3. To encourage work and topics to help promote interests of all members**

4. The club is not to be used as a means to promote private sales or advertising

5. member's private addresses and telephone numbers shall not be made available to outside interests

6. the Club shall not be used to promote political interests, and such subjects shall not be
introduced or discussed at any meeting.

The above is part of our by-laws...section II, PURPOSE OF THE CLUB.

Historically;

Before we ventured into any club project, a healthy discussion was had and even though we didn't have internet facilities, we talked about it via the repeater!  The REPEATER was our means of 'intercommunicating' and developing ideas.  Then these ideas were voted on with the majority of members in good standing having verbally determined our direction.  The ''technical committee'' (which included me) then acted accordingly and any expenditures then had to be voted on at a regular monthly business meeting. (Rarely, if at all, was there an emergency meeting needed because we discussed it ''over the repeater''!!! 
Now we have this internet medium which can be used to it's fullest capability for ''intercommunicating'' club member's (as a whole) wishes and thereby RVRC direction.  Once this majority opinion is made known, voting by the quorum at a scheduled monthly meeting can take place.

Therefore, I encourage all RVRC members to make your opinions, feelings, approvals, disapprovals and your disappointments known so that RVRC can succeed in it's goals as stated in our By-Laws!!!

  My first reaction, to the request for Feedback, and this really is not on topic, is that I do not believe that the Constitution and By-Laws of the RVRC provide for any member, Board Member, Committee Chrman, or Executive of the club, to stiffle discussion and further business, of any issue that comes before the members. My interpretation is that presently the wording still says, or so it seems, and I think the Roberts Rules of Order will bear me out on this, that anyone can still make a motion to a course of action to be discussed or voted on, at a meeting. So, I think a member can still bring up this topic, or any other for that matter, at a meeting, a second can and has to be asked for, and a vote of those present at that meeting taken, provided the quorem requirement is met for that "gathering", the club meeting, for the club to handle business, at that meeting.  
   
  If the quorem isn't met, then obviously the person wanting to make a motion can, and is still entitled to make a motion, etc., at another meeting, quorem met. And again, unless a motion to discontinue, and end, all further discussion of a topic, has been voted on and approved, until such time as there is a material change in the nature of what was voted on for the topic, it cannot be ended w/o the members having a say. Further discussion, no matter how time consuming, cannot just be declared over and done with, for the convenience of the club, or its executives: that's the business of the club, discussing the here and now relevant to the club (not somebody's stamp collection to be a presentation at the next meeting !) ! (Asking for feedback is a step in the right direction). An example, might be if, after all these years, someone wants to move the hamfest date to the Fall, or perhaps have the club begin running a second hamfest, then that's a material change to the nature of the accepted practice of the club, as of now. (And I don't know if any of the minutes from years ago, show an actual date/weekend being selected in June, for running the hamfest! Its only an example to convey the idea.).
   
  I'll even say that I think Mike's action (or any other person, of those enumerated above), suggesting that there will no longer be any discussion of this (any) topic, has to be approved by the members first (at a meeting(?)). The RVRC docs don't seem to provide such broad powers to the Executive Committee, as I think the Exec. Comm. thinks they have, except interpreted, in an extreme emergency, and that is yet to be defined, as best we can word what we want it to say (Most likely an outside authority, such as Police, Fire, EMS, some other governmental authority, HazMat group, or maybe the rptr. site's owners themselves, rather than within the club itself, has requested a specific action be done, ASAP !).
