Hi Sal,
No, It is not illegal to own one of these. You can only use it to transmit
on frequencies for which you are licensed. There were some laws that
restricted possessing a scanner capable of receiving police transmissions in
a vehicle. With most police going digital and or encrypted these days, they
may not be enforcing this as much.

Does this make it an unlicensed transceiver regardless of what you do with
it ?
