The letter appears to be similar if not the same as the sample letter
drafted by the ARRL. You can then save the file and email, or fax it to both
your representative and the ARRL lobby firm in Washington for hand delivery.
See here for info on contacting.. REMEMBER, it is important to state that
you support providing help to first responders but the inclusion of the
420-440 band to be swapped for the "D" block is counterproductive to amateur
radio support of emergency communications.
Letters MUST go to the ARRL representative in Washington (Chwat and
Co)...NOT directly to your local Representative in Congress. Due to how
postal mail is now physically processed to Congress, post 9/11, delays in
timely deliver, sometimes of months or more, can be incurred. The ARRL
representative will hand deliver letters on this matter to the appropriate
