[RVRC] New Jersey Declares Amateur Radio "A Distraction"

My .02:  if you're involved in an accident, I don't care if you're  
shaving or yakking on a <fill-in-the-blank> you don't deserve to have  
your distraction ignored by law enforcement just because you hold a  
ham license.
