[RRDXA] searching for AS #4 new team leader

[DL5AXX, WRTC2018]

Hi contester,

as the designated team leader of AS #4 had to withdraw his 
participation, we call for new team leader applications.

We pefer application from region AS #4, but as it's on a very short 
notice, we also accept application from the rest of the world.

The deadline for a textual application is Saturday, July, 7. at 2359 UTC
