If its usefull for you my experience on the case you mention on your 
message, was the following:
The lady from the Post Officce here in Ct3, said that she did not knew 
nothing about any agreement that could value this envelope, but since we are 
on a small island and the Post Office I use is always the same, she accepted 
and would ask their supperiors if that was right. A few days latter she said 
that she received instructions via the phone to accept this envelopes as 
International Prepaid envelope.
What sould be normal is if I go again qwith another employee the answer 
should be to wait for a consultation again ....!!

Hallo Freunde,

hat jemand von Euch schon Erfahrung mit folgendem Problem gemacht?
Aus Japan kommt des öfteren ein "international busines reply"
Rückumschlag mit dem Aufdruck, daß bei Rücksendung nach Japan die
Sendung nicht frankiert zu werden braucht. Heute sagt mir die Dame auf
der Poststelle, wo ich meinen Briefverkehr abwickle, daß Anweisung
seitens der Post bestünde, Briefe ins Ausland nur frankiert zu
befördern. Das scheint zu bedeuten, daß alle diese Umschläge für uns
wertlos sind. WEr weiß mehr darüber?
