kurzwellenlizenzen gibt es schon, aber nicht für "ausländer". ich hatte 
mal ähnliche pläne, als ich in EA im urlaub war ... C3 ist fast noch 
schlimmer als 1A oder HV ....

meld dich mal bei HaJü DL1YFF bzgl 3A .. der war da vor ein paar jahren 
vom hafen aus QRV.
