[RRDXA] UPDATE : Before sending your SSB log to CQ

on general demand, the input deadline has a little bit changed (to allow
non-internet ham's sending their log via friends) :


  So new scheme :

       till Sun 9/11 (this is a real limit !!) : reception of logs
            Mon 10/11 : compiling
            Thu 11/11 : sending out reports
