[Rover] "Best" Dual-Band HT?

OK ... I realize that this is one of those big
"unanswerable" questions, but I thought I'd toss
it out to see what happens.
QUESTION:
If you were buying a new dual-band HT, which one
would you get?
BACKGROUND:
I have an Icom IC-T8A that I really like, but the
battery packs are losing their "oomph." I use it
as my mobile radio with a mag-mount dual-band MFJ
antenna. I really can't use it as a portable due
to the battery pack issue.
I also have an Icom IC-Q7A that I carry with me in
my tote-bag. I use it for monitoring all kinds of
frequencies and to hit the local repeaters. But ...
it's only 340 mW output, so it's not the best to use
if I'm trying to report bad weather or trying to hit
a more distant repeater.
PERTURBATIONS:
I'd really like to get an HT that has MW/SW capability
and 5W output. But, I want it to have a keypad so
I can enter a frequency manually.
Biggest thing is that I really don't have the big bucks
to shell out for my new HT.
SUGGESTIONS?????
