I don't see a problem with captive rovers or grid circling.  If there's =
a human being who can muster enough influence, time, money and rovers to =
do either of these things then I say Good on 'em.  In fact, either of =
these methods can be used to mentor beginners like me.  How else can you =
assemble a rover station on the cheap and get someone hooked?  Surely, =
the League doesn't want us to wait to go roving until we have a full 12 =
band station?  The whole thing seems to be a tempest in a teapot to me.

I have to say that if the proposals go into effect, I might not submit a =
log until I have a really competitive station.  I bet that's a scenario =
the committee didn't think of.  Rover is in the logs of many stations =
year after year but never submits a log until he sports a W3IY-class =
rover van, when he scores half a million points after not entering the =
contest for ten years.

I'm against all the proposed changes except perhaps the awards and the =
new 706-class entry.  And even that one is iffy to me.  It seems odd =
that so much work and debate should go into something as meaningless as =
points.  It's not like there's a monetary prize involved, and 'cheating' =
or bending the rules is worth a mint...
