[Rover] Tower section refurbishment questions

If at all possible I would avoid grinding/sanding the tower sections
as you will abrade through the galvanizing the Rohn applied originally.
Chemical strippers would be better but are messy and a pain to use.

If the paint is sound I would likely just spray over it.
