[Rover] 2-meter Rover radio question

Looking at purchasing a used 2-meter radio to add band #2 to my rover setup.

I have found a Icom 290a & a Icom 271a listed in my price range.

Which of the two radios is the better one?  I mean as far as durability,
simplicity of operation at 70MPH.

Power output is not a major concern as either one will get a brick added to
it.

PS: What is the groups view of the use of contest voice keyers?  Was looking
into one to do some of the CQ chatter while driving on the road as I seem to
get bored after about 2 hours of calling CQ when the band is dead on the
road.
