The government has a .pdf'ed manual on line at:

They'll let mere mortals access the older stuff.  Just
"enter the site."

TM number is: TM 32-5820-030-14 or search the titles for
R-2174.

This sort of documentation is fine for casual stuff like
learning basic operation, running byte, setting up filter
positions, etc.  The price is right, but it;s 9.5MB

As I recall there's also R-390 manuals there as well.
