[Racal] RA6790/GM servicing question

Recently acquired an RA6790.

Upon power up, the Freq LCD display an arbitrary
frequency and then starts to descend frequency in 5
khz steps in about 4 second intervals.

BITE function does not work.

No response from either keyboard or main tuning knob.

Anyone seen this problem?
